It comes down to which name you import under. Occasional personal-name imports have a duty-free allowance and a frequency cap (such as six times per recipient in six months); past that, the exemption stops and each shipment is taxed. If you're a seller or trader bringing goods in frequently, we'd suggest importing properly under a company name — you're taxed on the actual goods value either way, you build the duty into your costs, and it's actually the most stable, with no surprise back-tax. Simplified clearance suits low-value, personal-use small loads — the process is fast and the paperwork is light, but you usually don't get the formal import documents you'd need to claim a tax credit; formal clearance declares the real value under a company name, issues a Taiwan VAT invoice, and lets your import tax become a creditable input — right for commercial goods you need to book.
